cant change color scheme for vista basic theme. help

so im asuming that changing the color of window borders is only for pp
that can run aero right? -.- becuse i cant run areo nor can i chang
the color schem
it says to right click on desktoop personalize window color an
aperanc
and its the
um....no it isn
i hit advanced and i go ot active titlae bar and change the color an
it dosnt wor
